JOIN Royal Institute of Chartered Appraisers
Royal Institute of Chartered Appraisers membership is for an individual person, and there are two categories available – Regular and Associate. for both categories are generally the same. The difference is based on type of work performed by the individual.
Available to all officers, officials, and employees of a governmental authority or jurisdiction who have any or all of their duties related to property valuation, property tax administration, or property tax policy; all persons engaged as individuals, or employees of an organization, who exclusively spend their time to provide professional services to governmental officers, officials, or offices of a governmental authority or jurisdiction in support of the property valuation, property tax administration or property tax policy functions. Professional services do not include the providing of hardware, software, equipment or the sale of either goods or services to governmental agencies.
Available to all officers, officials, and employees of governmental agencies who do not have any duties directly involved in property valuation, property tax administration, or property tax policy; all officers, administrators, employees and enrolled students of educational institutions; individuals involved in or interested in property valuation, property tax administration or property tax policy; any member of any organization, group, or association, whether local, regional, national or international, interested in property valuation, property tax administration or property tax policy.
PAYMENT LEVELS
Membership dues are paid annually for the period of January 1 through December 31. Dues are prorated on a quarterly basis for new members so that all members stay on a calendar year billing cycle. Membership rates listed below are for countries list by the World Bank as Tier 1 countries. Other rates can be found on the page https://ricaglobal.org/rica-membership-dues/
Regular membership offers the full range of Royal Institute of Chartered Appraisers member benefits including all online resources as well as electronic copies of periodicals – Fair & Equitable magazine which is emailed monthly and the Journal of Property Tax Assessment and Administration which is emailed twice per year. This level is available to Regular and Associate Members.
Applicants for the Student rate must be enrolled as a full-time student at an accredited college, university or technical school with a professional interest in public finance or state and local taxation. Proof of qualifying enrolment is required, and all benefits are electronic. Due to the definition, this level is generally going to be for Associate Members (unless the student is also employed and doing work that fits the Regular Member definition).
Entry Level is available to new members in entry level positions of a governmental authority or jurisdiction that has their duties related to property valuation, property tax administration or property tax policy. A new member can pay this rate for a maximum of three years, and all benefits are electronic. Due to the definition, this level is only available to Regular Members.
Retired membership status is available to Royal Institute of Chartered Appraisers members who have retired from the profession and who have 10 or more consecutive years of membership in Royal Institute of Chartered Appraisers. This reduced dues payment level cannot be added to a member’s account if he or she is employed on a part-time or full-time basis performing work that could qualify an individual for normal membership categories and dues rates.
